Victoria’s 25-year club rego criteria retained

The Victorian Minister for Roads has announced several updates to the state’s Club Permit scheme for classic cars and bikes, but the age of vehicle eligibility won’t increase

As reported previously by bikesales, changes are afoot for Victoria's Club Permit scheme for the registration of classic vehicles. 

But while vehicle age eligibility criteria for club motorcycle registration won’t, as previously anticipated, shift from a minimum of 25 years to 30, a number of other revisions have been announced. 

New offences, no e-logbooks

A public notice recently published on behalf of Ben Carroll, Victoria’s Minister for Roads and Road Safety, highlighted a number of changes to the scheme. And while a switch to 30-year eligibility, electronic logbooks, and price increases for 45- or 90-day permits have all been discounted, the revised scheme will introduce new offences for breaches of logbook entries, along with a range of new permit conditions. 

The changes include... 

  • Replacing the previous penalty of ‘driving an unregistered vehicle’ (infringement fine of $908 and a maximum court fine of $4543) with ‘logbook non-compliance’ (infringement fine of $363 and a maximum court fine of $1817). 

  • Club Permit holders must ensure that their Club Permit is affixed within their club logbook. 

  • If all of the logbook’s entries are full, or the permit is expired or has been cancelled, the vehicle cannot be driven outside its local zone until a new permit has been acquired. 

  • For each day that sees the vehicle ridden or driven outside its local zone, the next available entry in the logbook must be completed before the journey has commenced. 

  • If a journey straddles either side of midnight, an entry must be made in the logbook for both days. 

Replica vehicles

In addition, the updated scheme will outline a definition of ‘replica vehicles’ to provide greater clarity for owners as to what is and isn’t eligible, and will also outline exactly what information is required when submitting a permit application. 

Meanwhile the availability of custom plates for Club Permit vehicles has been discounted, as has the prospect of an appointment at VicRoads when seeking to obtain a Club Permit. The proposal to have vehicles older than 15 years recorded in the Written-off Vehicle Register was also discounted.
