The Queensland government has released ‘The Statewide Plan for Improving Quad Bike Safety in Queensland 2016 – 2019’. The plan is a key initiative to raise awareness of the risks associated with quad bike use and enhance operator skill and safety. The plan focuses on three key priorities:
>> Community education and awareness about quad bike safety risks
>> Improving quad bike operator skill and safety
>> Government leadership in promoting quad bike safety
Federal Chamber of Automotive Industry (FCAI) Chief Executive Tony Weber said that the priorities of the plan clearly address the recommendations set out by the state's coronial inquest into quad bike fatalities, and align very closely to the FCAI’s own known safety practice guidelines for all terrain vehicle (ATV) use.
“In August the FCAI strongly supported the QLD Coroner’s recommendations which focused on the take-up of known safety practices. The coroner recommended the mandating of rider training, approved helmet use, to keep children off adult-sized ATVs and to prohibit the carrying of passengers on single-seat ATVs,” Mr Weber said. The introduction of similar safety practices through ‘model state legislation’ in the United States has coincided with a reduction in the rate of ATV injuries and fatalities.
Mr Weber went on to say: “It is very pleasing to see that the QLD Government has highlighted these items in the Quad Bike Strategy, and the FCAI looks forward to working with government and safety agencies to improve rider safety.”
The FCAI is already part of Queensland’s WHS ‘Quad Bike Industry Reference Group’, which was set up to provide guidance on practical measures and to increase awareness on the proper use of quad bikes and side-by-side vehicles.
Mr Weber added: “In addition to this, the industry is working on a number of other positive initiatives that will support the Coroner’s recommendations and aim to further improve safety outcomes. These initiatives include e-learning and enhanced dealer training.”
Mr Weber concluded: “After thorough examination of the outcomes of the QLD Coronial Inquest, the QLD Government has put forward a comprehensive strategy that promotes education and awareness, skills and communication of safety practices. This is a well thought out strategy that should form the basis of any safety template being developed in other jurisdictions throughout Australia.”
