Philippines: children under 10 stymied

Legislation penalising motorcycle drivers found guilty of transporting children below 10 doesn’t appear to be too far off, as well as overloading restrictions

A bill is being pushed through the Philippines parliament which would prohibit any person from carrying a child below 10 years old along roads and highways as a pillion passenger.

The bill also seeks to reduce the impact of overloading by limiting the number of motorcycle passengers to two, including the driver.

Authors said the measure seeks to ensure road safety, especially for children, by regulating the operation of motorcycles along highways and roads.

Penalties for violation of either offense shall progress from 3000-10,000 pesos (A$73-245), depending on the number of times it is committed.

Revocation of the offender’s driver’s license will be mandatory on the third time violation is committed.

The bill also imposes a one-year prison term for drivers of the motorcycle if their violation results in the death or injuries to their passenger.
