Eight riders competed in last year's championship: Hedley, Skidmore, Grajczonek, Summers, Anderson, Masters, Sedgmen and Smith.
Summers was the most competitive in fifth position, and he'll start the 2009 title as one of the favoured runners alongside Sedgmen and Proctor, who was an excellent seventh overall in the Australian open title, which concluded in Gillman (SA) last Saturday.
Three-time champion Chris Holder dominated last year's under 21 title, before going on to finish second in the junior world championship later in the year.
The under 21 title was first run in 1987, and was won by Queenslander Gary Allan. Since then a number of big names have prevailed, including world GP winners Leigh Adams and Ryan Sullivan, Adam Shields, Travis McGowan, Rory Schlein and Holder.
